Why you need a construction phase plan

The Construction (Design and Management) Regulations 2015, known as CDM 2015, apply to all construction work in Great Britain, including domestic jobs. One of the requirements is a construction phase plan, drawn up before the construction phase begins. On a project with more than one contractor that is the principal contractor's job. Where there is only one contractor, that contractor prepares it. On domestic projects the client's duties normally pass to the contractor, so in practice the builder is usually the one who needs the plan.

The plan should be proportionate to the job. A loft conversion does not need the same document as a block of flats, but it does need to deal with the real risks on that site.

Who it is for

  • Small builders and sole traders who want a proper plan without spending evenings writing it.
  • Specialist contractors such as loft, extension, kitchen and roofing firms asked for RAMS by a client or main contractor.
  • Clients and landlords managing their own projects who want to see that the job is properly planned.

Process

How it works

  1. Tell me about the job

The address, scope of work, programme, who is on site and any drawings or photos of the property.

  2. Fixed quote in 24 hours

I confirm the price and when you will have the documents, working back from your start date.

  3. Plan and RAMS written

You receive the construction phase plan and RAMS, usually within 2 to 5 working days.

  4. Review and keep it live

One round of changes is included, and the editable file can be updated as work progresses.

Notification and other duties

Some projects must be notified to the HSE before work starts, using form F10. This applies where the work will last longer than 30 working days and have more than 20 workers on site at the same time, or will exceed 500 person days. I will tell you if yours looks likely to need notifying.

On older buildings, asbestos needs particular care. Where refurbishment or demolition work is planned in a building constructed before 2000, an asbestos refurbishment and demolition survey by a specialist should be carried out before work starts, and the plan will reflect its findings.

What this service is not

This is document preparation. I do not take on the principal designer or principal contractor role, and I do not carry out site safety inspections.

Pricing

Plans start from £99 for a straightforward domestic job such as a single-storey extension or internal refurbishment. Larger or multi-trade projects are priced on scope, always as a fixed figure. If you also need a schedule of works for the same project, I can quote for both together.

FAQ

CDM plan and RAMS: common questions

Do I need a construction phase plan for a small domestic job?

Yes. CDM 2015 requires a construction phase plan for every construction project, including domestic work. It should be proportionate, so a small job needs a short, focused plan rather than a long one.

Who is responsible for the plan?

The principal contractor where there is more than one contractor, or the contractor where there is only one. On domestic projects the client's duties usually pass to the contractor.

Can I reuse the plan on my next job?

You can use the editable file as a starting point, but every plan must reflect the specific site, its risks and the people involved, so it needs reviewing and updating for each project.

What is the difference between a plan and RAMS?

The construction phase plan covers how the whole project will be managed safely. Risk assessments and method statements, often called RAMS, focus on particular activities and set out how each one will be carried out safely.
